Procurement State Procurement Guidelines
The aim of this circular is to assist members of SAACE in evaluating the policies and practices encountered where organs of state procure goods or services in terms of a system of preferential procurement. Preferential Procurement is aimed at advancing Previously Disadvantaged Groups through a preference point system, while allowing untargeted groups to tender although they would be at a disadvantage.
Procurement Unfair Tenders Can be Set Aside - Mr. Alistair Hay
The High Court of South Africa, Transvaal Provincial Division, recently set aside a tender award by the Mpumalanga Tender Board and awarded the tender to the tenderer that had achieved the most points. In March 2001 tenders were invited for the rehabilitation and construction of a road in the Province of Mpumalanga.
